                APPOINTMENTS & HEARINGS:

                Mary Bradbury – Mashpee Community Household Goods & Food Drive:

Mary Bradbury, Recreation Director announced the Mashpee Community Household Goods & Food Drive scheduled to begin on November 3rd through November 21st.

Participating sites in the community initiative to collect non-perishable food items and household goods are the Mashpee Schools, the Town Hall Departments and Administrative Offices, the Police and Fire Departments, the Council on Aging and Mashpee Library.  

At 9:00 a.m. on November 21st, the Recreation Van will travel to the collection sites and return to Town Hall with an anticipated van full of household goods and food.


Mashpee Firefighters – “Homeless for the Holidays” Event:

On December 10th through the 14th, the Mashpee Firefighters Local 2519 in conjunction with the Firefighter Locals from Falmouth, Bourne, Cotuit and Wareham have planned a “Homeless for the Holidays” event at the Mashpee Rotary.

Unwrapped children’s toys, non-perishable food items and cash will be collected during the 103 hour campaign.  Donated items are intended to be distributed to needy families in the Town of Mashpee.  Food items will be donated to the Christ The King Church food pantry.

A site has been secured at the Lobster Trap located at the Mashpee Rotary for this endeavor.  A liability policy is in place for this event which began thirteen years ago in the Town of Bourne.  Mashpee Commons and area businesses are expected to assist in the community project.

                Catherine Laurent – Public Works Director:

                Recommendation for Award of Contracts for Sand and Salt:

Through a regional bid, the Town of Mashpee has solicited quotes for the purchase of sand and salt.  For road salt, it is recommended that a contract be awarded to Eastern Minerals of Lowell, MA for $67.57 per ton.  It is the lowest bid, and it represents a 31% increase from last year.

The lowest regional bids for sand represented a 30% increase.  The DPW Director in her memorandum of October 16, 2014 advised the Town to solicit quotes from local sources for the purchase of sand.  Based on the quotes received it was recommended that a contract be awarded to Cape Cod Aggregates Corp. of Barnstable in the amount of $10.50 per ton.  The figure represents a 4% decrease from last fiscal year.

Motion made by Selectman Cahalane to accept the recommendation of the DPW Director and award a contract to Eastern Minerals for Road Salt and Cape Cod Aggregates Corp. for Sand as referenced.

Catherine Laurent – Public Works Director: Project Updates:
South Cape Beach:

Catherine Laurent indicated that most of the work related to the South Cape Beach improvement project is complete.  Photographs were distributed to depict the renovation of the dune and parking areas.  The remainder of the project is anticipated to be conducted in the spring.  Work includes the construction of a stairway over the dune area, the planting of beach grass to protect the dunes, and the re-striping the parking lot.

The project included three change-orders to provide for the purchase and installation of silt fencing to control and direct access to the beach and to protect the dune areas.  Currently, there are three pathways to the beach.  If desired, the site has the ability to accommodate a 4th entry.  Overtime costs were also required as a project change order to advance the work prior to the onset of the beach season.  Overall, the project remains under budget assumptions.

Wills Work Road:

Last week, the DPW began the Wills Work Road project to correct the drainage issue by installing bio-retention swales.  Work is anticipated to be completed before the upcoming winter season.  

It was noted that through the Environmental Bond Bill passed last July, the State authorized the creation of a single road access to the beaches in this area.  With the new legislation, it is anticipated the capital funding plan would be in place over the next few months.  As a result, it is likely the work would not commence in time for the 2015 beach season.  However, the bonding authority remains in effect for five years, and the project should be completed within this time frame.

Great River Boat Ramp:

With the permitting delay for the local order of conditions, it was reported the amendment to the Chapter 91 permit has just been filed.  As a result, the ramp will remain open as construction is expected to be delayed until the spring.  When the schedule is identified residents and users of the facility will be notified of the planned 3-4 week closure.  Currently, and as weather dictates, the DPW will begin the drainage project by installing bio-retention.  In an effort to advance the project forward Selectman Gottlieb requested a copy of the Chapter 91 amended application.

It was noted there was a minor modification to the angle parking for the trailers.  As a result, one parking space was omitted from the design schematic.

Community Park:

The DPW is expected to commence the Community Park improvement project next week in anticipation for a Memorial Day ribbon cutting ceremony.  The pavilion will be ordered in early February and sited on the western corner of the property in the spring.

Archives:

A ribbon cutting ceremony is planned for the re-opening of the Mashpee Archives.  With the installation of a handicap railing, the building is expected to be completed within the next two weeks.

Joint Appointment – Library Board of Trustees:

The Board of Selectmen met in joint convention with members of the Mashpee Library Board of Trustees for the purpose of appointing a Library Trustee member to fill the vacancy created by Patricia Gamache.

The Library Board of Trustees members in attendance were Carlo D’Este, John Kowalski, Mary LeClair, and Mark Wright.

The Library Board of Trustees called their meeting to order.  Carlo D’Este, Chair recommended the appointment of Hugh Ahearn, a well-qualified candidate to fill the current vacancy.

Mr. D’Este motioned to appoint Hugh Ahearn to the Mashpee Library Board of Trustees.
Mr. Kowalski seconded the motion.
VOTE:  9-0.

COMMUNICATIONS & CORRESPONDENCE:

Solar Energy Support Letter to Governor Elect:

Correspondence was received from Jessica Colarossi of Environment Massachusetts, a statewide environmental advocacy organization via email dated October 27, 2014 requesting the Selectmen sign a letter in support of solar energy and urging our new Governor to embrace a goal of getting 20% of Massachusetts’ electricity from the sun by 2025 on a path to clear energy leadership.

Motion made by Selectman Richardson to endorse the environmental advocacy for solar energy and send a letter of support as referenced.
Motion seconded by Selectman Gottlieb.

OLD BUSINESS:

Assistant Town Manager, Tom Mayo - Dog Park:

Tom Mayo, Assistant Town Manager updated the Board with respect to the Mashpee Dog Park which is in its final stages of design and engineering.  This week, the engineering firm is expected to finalize the cost estimates and plans in detail.  With receipt of these documents, the Town will begin the MOU process with the granting foundation.

Upon completion of the MOU, a construction schedule will be developed.  It is most likely the project will be completed this spring.  It was noted that products and services will be purchased through existing annual bid contracts with the exception of fencing and rice stone.  A project layout and materials plan was presented to the Selectmen for additional review.

Acceptance of (2) Resignations from Waterways Commission – Steven C. Pinard and Paul M. Zammito:

The Board of Selectmen received a letter of resignation from Steven C. Pinard dated October 11, 2014 and Paul M. Zammito dated October 15, 2014 resigning from the Waterways Commission.

Motion made by Selectman Richardson to accept the resignation of Steven C. Pinard and Paul M. Zammito from the Mashpee Waterways Commission with regret.
Motion seconded by Selectman Gottlieb.

Acceptance of Resignation from Conservation Commission – John J. Fitzsimmons:

Correspondence was received from John J. Fitzsimmons dated September 13, 2014 resigning from the Conservation Commission effective January 25, 2015.  Mr. Fitzsimmons served on the Conservation Commission for over twenty years.

Motion made by Selectman Gottlieb to accept the resignation from John J. Fitzsimmons from the Conservation Commission with regret, and send a letter of appreciation to Mr. Fitzsimmons for his dedicated service to the Town of Mashpee.

Letters of Interest were received from Don Barton dated October 3, 2014 and Stanton T. Healy dated October 7, 2014 expressing an interest to serve on the Waterways Commission.  Correspondence was received from the Waterways Commission dated October 14, 2014 unanimously recommending the appointments of the two referenced applicants.

Motion made by Selectman Gottlieb to appoint Don Barton and Stanton T. Healy to the Mashpee Waterways Commission as recommended.
Motion seconded by Selectman Richardson.

NEW BUSINESS:

Mashpee Cares Committee:

With the Selectmen’s endorsement to formalize the Mashpee Cares Committee as an ad hoc advisory of the Town, it has become apparent there is a need to have a committee to take a holistic approach to those in need.  

The make-up of the proposed nine-member committee was outlined in a memorandum to the Board from the Town Manager dated October 28, 2014.  Membership includes the following;
        One member of the Board of Selectmen
        Town Manager
        Chief of Police
        Fire Chief
        Representative from the Board of Health
        Representative from the Human Services
        Representative from the Housing Authority
        Representative from the School Committee
        Representative from the Council on Aging
        One At-Large Member – Clergy

It was recommended the Mashpee Cares Committee include for membership a;
        *Representative from the Library

Motion made by Selectman Richardson to move forward with the composition of the (10) member Mashpee Cares Committee as outlined.

Waste Management Committee:

Correspondence was received from Joyce Mason; Town Manager dated October 28, 2014 recommending the Board form a Waste Management Committee to review all options
for the reduction of trash disposal and related costs.  The following membership was considered;
        Two Selectmen
        Town Manager
        One Finance Committee Member
        One Board of Health Representative
        One School Committee Representative
        Public Works Director
        Two Residents At-Large
        *One Chamber of Commerce Representative (*Added Business Representative)

It was agreed the Board of Selectmen would advertise seeking the At-Large membership for a period of two weeks setting a time frame to schedule the appointments on December 3, 2014.  Preference for membership will be given to those residents who have disposal stickers and utilize the transfer station.  The Board of Selectmen will be the appointing authority for all members including departments recommending their appointment to the Board of Selectmen.

The recommended timeframe of this committee to make recommendations is the spring of 2015, hopefully prior to the May Town Meeting.  During this time, the Selectmen will accept recommendations from the Town Manager with respect to sticker fees, etc. during the normal budget process.  Outside professionals will be included as needed, such as Waste Zero, DEP, Town Accountant and representatives from other communities.

Motion made by Selectman Richardson to approve the formation of a Waste Management Committee as outlined.

Selectman Richardson, Selectman Cahalane and Selectman Gottlieb offered to serve on the Waste Management Committee.  Since two Board members expressed an interest in serving Selectman Gottlieb stepped down from the appointment.  It was agreed that Selectman Richardson and Selectman Cahalane would take on the responsibility.

NEW BUSINESS:

Draft Letter – Mashpee TV:

In concern toward the leadership changes and direction of the Media Center, a draft letter was composed notifying the Mashpee Community Media Center that the Town has determined not to renew its Agreement with respect to the operation of the Mashpee Access Channel.  The Agreement is due to expire on May 21, 2015.

Discussion followed with regards to this matter.  Selectman Gottlieb indicated that he is opposed to sending a Notice of Non-Renewal citing that this is premature and it is a community organization the Town is in partnership with.  Since his election in May, the Board has not met with the Board of Directors of Mashpee TV.  In concern toward the operation of the facility, the Board of Selectmen indicated the intent of this letter is to issue a warning that this may occur.  However, the door will remain open for discussion purposes.

Motion made by Selectman Richardson to send the letter dated October 29, 2014 to the Mashpee Community Media Center, Inc. as referenced.
Motion seconded by Selectman Sherman.
VOTE:  4-1.  Motion carries.

LIAISON REPORTS:

Mashpee/Wakeby Pond:  The Mashpee/Wakeby Pond Committee met jointly with the Town of Sandwich last week.  Items to be discussed will be presented to the Board of Selectmen at a future meeting.

Veterans Day Ceremony:  Due to the ongoing construction at the Community Park, the Veterans Day Ceremony will be held at the Mashpee High School at 10:00 a.m.  This Friday, students at the Quashnet School will honor Veterans at their Annual Assembly.

LIAISON REPORTS:

Schools:  It was noted the high school will be receiving a technology award next week.  Recently, the Mashpee High School Technology Center of Excellence was represented at two state conferences.  Students are also being encouraged to continue past practice, and consider Senior Projects within the Town government sector.

EOC:  The Environmental Oversight Committee is pleased with the passing of the Nitrogen Control Bylaw.  Committee member Michael Talbot is scheduled to attend the Cape Cod Commission public hearing on Tuesday, November 13th with Selectman Gottlieb and Selectman Richardson and other designated Town representatives.  With the CCC approval, the bylaw will be forwarded to the Attorney General.
